I found this little gem thanks to @AngelaMaiers on my Twitter network. Shape Collage is a free program (Windows, Mac, Linux or Java) that you download to your computer to make collages out of your photos. You can make a collage of your photos in virtually any desired shape or design including text.
It is very easy to use but you do need a fair amount of pictures to make your college look full. The above college was done with about 150 shop related pictures that were on my computer. I originally tired with only 96 photos and the text was very hard to read.
